There are few things I find more annoying than when politicians or their minions use this tired old line. Everything always impacts the “vulnerable communities”

True, in this case I think its valid as a lot of lower cost housing is by ports and warehouse districts. Especially in LA/Long Beach which has some of the worst pollution in the nation so its not entirely unreasonable.
