Highly doubt it, you would need to show proof of residence in NJ.

You take the price with options (for example, the cost of FSD) included.
you can play with the numbers to see what works, maybe buy FSD after delivery, etc., but everything is state tax free on the purchase, you'll pay tax if you upgrade it after delivery

For some reason, Tesla is no longer promoting the $4K NJ charge-up on their website. As of a few days ago, you will see the possible NJ POS incentative when ordering. The Charge up websites indicates that there is still about $8M of funding remaining.
