Could be the driver is inside asking for the charger to be turned on/unlocked/etc. I’ve gone to a few places with chargers that require the EV driver to go inside to get access to power.I cannot understand why EV owners do that.

Could be, but at my local grocery store they don't require anyone inside to do anything. EV drivers sometimes park there without charging. I have never seen an ICE car in one of the spots.
There are only 4 stations and sometimes all are full. They park there because it is the closest parking to the door, just like the handicap spots. I don't think there is any other explanation than selfishness.
The MPP who sponsored the bill lives close by. I expect it won't be long after the bill becomes law until the first tickets are handed out.

No special access is required there. You need to have an app (ChargePoint) or you can use your credit card to start charging.
