Has anyone seen paint/metal issues like this (see photo) appear after several months?

Actually, I have seen that when some 99% isopropyl alcohol or nail polish remover was left on the paint on my sibling's civic(works with cosmetics). That definitely looks like a chemical reaction

Thx. No chemicals, IPA nor acetone (nail polish remover) have ever been near the car let alone left on the car.

That is an oily thumbprint under the paint that manifested finally. I've seen them on freshly painted surfaces but not after several months. Have you had any bodywork done in the recent months? Or left the vehicle with SC for days?
