Phase 2 of Oregon Rebate?

Has there been any word regarding phase 2 of the Oregon rebate?

I just want to make sure that I haven't missed any important email notifications.

I used the date of pickup.

Got an email from DEQ today that EV rebate went live and phase 2 has officially started, they will send an separate email contains application packet. The order will be determined by Phase 1 registration date. Application has to be mailed to or dropped off at DEQ office in Portland.

Anyone get the actual application yet? I received the email over a week ago but still nothing.
