PHEVs are fake? Say it ain't so

They are not fake necessarily, but in typical use by the public they don't come close to meeting the claimed emission standards. They are typically feeble electric cars often with feeble gas engines. As opposed to stop/start systems, the engines often start in less than fully warmed up condition with a richer mixture, further harming emission performance. Read the article if in doubt.
 
There are good and bad PHEVs.

Bad PHEVs are designed to be a hybrid ICE car with extended EV assist compared to a regular hybrid. The motors are barely adequate enough to start off and maintain a constant speed so the ICE kicks on often to help even with just light throttle input.

Good PHEVs will stay in EV mode even if you floor it (before kickdown) until it runs out of battery power. Typically these will have strong enough motors for most driving situations including merging on a highway.

And all PHEVs are only as good as the owners charging habits. If they never plug it in, it’s an ICE car lugging around extra weight for no reason and therefore less efficient.
