The car polls the server at some regular interval already. The software update screen appears to force an immediate poll.
I feel like the car polls anyway when parked at home WiFi.
I think all the OP is asking for is more frequent polling by the car.
Tesla is likely using this to help spread out the downloads. If they increased the frequency of the car looking for and pulling an update, they might then enable smaller groups of cars at a time to keep the downloads manageable.
