No it is not. If you are having your car transported from another state however then you are subject the $2000 shipping charge.

I bought my 15 Model S used from Tesla in April and did not get charged the $1200

That's what I thought! Thank you for sharing your experience. The delivery person that just called me said it is not collected, so that makes two people from Tesla that say it is, and two people from Tesla that say it isn't. I guess I'll see when I pick the car up on Friday (still haven't received final paperwork).
 
Let me be the third reference point: There's no destination fee as long as you can show up to the dealer to pick up your car.

And actually within Tesla's definition of geographic zones (at least in NA) if you live somewhere within the same zone as the car, they can ship the car to your dealership for free.

There's a registration fee but that's paid to a state government.
