Rear fender paint damage(?)

Hi

New on here, but figured i would make a post before i reach out to tesla. Maybe someone has had a similar issue or know someone who has.

Got a 2021 model 3 with 12 000km/7 500 miles on it and recently i noticed a rather large black stain on the rear fender, right behind the wheel on the passenger side. Didn't think much of it as i was going to have it washed sometime soon. So today i washed it and the stain was still there. So i brought out some stronger chemicals thinking maybe it was a thick layer of tar or something like that. I barely got a black mark on a white microfiber towel. Surprised, but i have seen rough tar stains before.
Now, when i drag my finger across it is not smooth, but not really as rough as you would expect a tar stain or the likes to be either.. Felt like rough paint. No bumps at least. So i tried scraping it with my nail to see what it actually was, and still could not get anything off.. I put in some more effort and what came off i can only describe as plastic..? Now I'm confused, so i went to the other side(driver side) and i can see the start of the same thing starting to happen there.

My question is, has anyone seen this before? It looks like the paint is just worn down on this specific area. The paint around it is rough also, so I'm not really sure what I'm dealing with here.
