Recently replaced halo light seems to be always on very dimly.

The halo around my driver's side headlight was replaced about 3 months ago under warrantee, which is now expired. A few nights ago, I noticed that outside section of that light was on, very, very dim. Not visible in daylight. Same the next night, so I figure it is always on. Tesla mobile coming and stated he is bringing a new halo light. I am thinking it may be a problem with the electrical system, not the light. While driving, it seems OK.

Does anyone have any thoughts on this? Has anyone seen this problem before?
 
It's like this on all the cars. Has been on mine as well from day 1, through several headlight replacements. The LEDs stay a bit charged or something, I've seen this same behavior with various other LED bulbs where you get a bit of a glow after they've been shut off that can last for hours.
