Does regen braking occur when the foot comes completely off the accelerator throttle or when the foot depresses the brake pedal?

Should be happening when your foot completely comes completely off the accelerator. If it's cold outside (<40ish), regen will be very limited if at all.

Regen braking begins as you ease up on the throttle. Displaying the energy graph on the side screen of the speedometer will show you the regen as it happens.Unless you need to brake quickly removing your foot completely from the accelerator at speed will likely make slow down more abrupt than you wish. Learn the regen feel before entering heavy traffic if you can.

Unlike a Prius, stepping on the brake does not increase the amount of regen. Only less pressure on the accelerator causes regen. If you have a new X Raven (post March-2019) regen should bring you to a stop. Earlier X will get to very slow, but not a stop.

If your battery is cold and the display shows dotted yellow lines on the energy circle, regen is very limited to none. As the battery warms, the yellow dashes disappear and regen will be effective again.

Regen isn't like a light switch. Full regen occurs when you've completely released the accelerator, but it's an analog range between coasting and full regen the further you release the pedal.
