Are screws supposed to supplied to attached to plate to the bracket? If not is it just a self tapping screw?

I just picked up my 22 and taking the screws out was pretty pointless because it must attaches to the plate, which is 100% held on by double sided tape.

I did use needle nose pliers and a little pressure to unscrew the three screws.
