Small amount of rust on the outside of the trunk lid. Normal?

Washed my car today and as I was inspecting it I noticed a small rust spot on the outside of the trunk lid. So, um, is this normal? Here's a pic, it's pretty small right now, but what I'm worried about is that it will grow and get larger.

I can't tell from that picture if that is chips in the paint down to the metal, or if that is something like rail dust in the clear-coat that is rusting. (Which could be removed with proper cleaning supplies and a clay bar.)

I thought I'd post an update. I clay barred my car and all the spots are gone, Thanks again for the advice!

FYI, the trunk lid is aluminum so you should never see this type of rust on it.

Trunk lid is steel. You can test it out by putting a magnet on it. The magnet will not stick to the hood or the doors but it will stick to the trunk lid.

nah you probably misunderstood, the lid is made of steel, however, the metal encasing that makes up the trunk is made of aluminum.
