Any purpose of it?
Yes, it tells you if you are depleting the battery (black bar) and to what extent (how large the black portion is). If you are regenerating energy back into the battery, there's a green bar. The larger the green portion, the more you are putting back into the battery. At times, you'll see dots on one side or the other -- this indicates that either regen or power is limited. For example, if your battery is close to 100%, you can't get full regen and a portion of the green side of the bar will be blocked off by dots. Similarly, if you get REALLY low on the battery, you'll see dots on the black portion of the bar indicating that full power is no longer available. It doesn't serve a huge purpose but lets you know what's going on and gives you a sense of what uses more power and what regens more.
 
Any purpose of it?
Just wait a month; you will experience a loss of regenerative braking as the outside temperature, battery temperature drops. If you think it is hard to see the thin line now just wait until you are trying to count the tiny dots. (Up to 5 dots, barely noticeable loss of regen; more than 7 dots and you will notice that regenerative braking is reduced. You can counter this effect by always preconditioning the Tesla vehicle (especially in the A.M.) before you drive. Full regenerative braking will return by late spring next year.
