How efficient will it be? And how much will it cost? Can you still wash your car with that coat on?
Just put a small, cellulosic ethanol-powered burner with a few hundred watts in the car, I'd be perfectly fine with that. No electricity used at all. Heat for as long as your fuel lasts, and then you can still swith on the resistive emergency electric heater.
