Static hissing sound coming from under glove box?

It does not stop whether car is parked, reset, powered off, etc. Their is a little speaker grill there so I think it may be coming from there. Anyone have this issue and know what the fix is?

Also, outside the car it sounds like there is someking of whirring, faint fan noise that does not stop...not sure if it is something else or the same sound I'm hearing inside some how leaking out.

Mine does this too. There is a coolant circuit that runs back there for the autopilot computer and I had just assumed it was cooling running through the tubes.
