Summer tires are not ok for use in winter driving or parking

I have always used winter tires for as long as I can remember living near Montreal, Quebec. It became law to install winter rated snow tires form Dec to mid March in 2008 in Quebec. This is really beneficial as everyone has winter tires and can stop/drive with some sort of confidence compared to slip sliding away. No idiot with full summer performance tires behind you when you need to brake or driving 2 miles an hour scared shitless because there is zero traction!! Not having winter tires will get you a fine not to mention you will not be covered by insurance if you are in an accident! IMHO this should be mandatory everywhere winter snow conditions persist for several months.
