US history shows that the federal government had many programs such as Federal Aid Highway Act of 1956 interstates built decades ago for the purpose of creating economic growth for the nation.
Canada has zero or almost no programs really paying for anything in that scale. And, I guess for political reasons, it's easier to just tell truckers to drive into the USA and take I-94, I-90, or I-80 from Vancouver to Montreal/Toronto, then build an proper highway.
