Makes me wonder if Tesla just sometimes files multiple permits in hopes of getting at least one through the approval process, without the intention of actually always building so much redundancy? That might make sense across municipalities but not sure if that idea holds water within the same city?

Thats a good point. But at the same time, that area is really busy with local Teslas and the add the ones passing by (405 freeway). And eventually witll get busier and busier.
