Permit now says In Review and it was submitted as Expedited. The address is slight different as the one on the initial pictures posed by Marco, now says 6030 Village Way which is across the street from 13490 Pacific Highlands. @Big Earl you choose the PIN location hahaha.

The owners of the mall are EV friendly with multiple free Chargepoint plugs as well as enforcement of ICE'ing. In addition, the local area (zip 92130) has the second highest Tesla ownership in the country (second to Palo Alto). So, this location makes sense.
Not sure about the planned location just 2 miles west though - that location would be more convenient for travelers, but has been in permit stage for over a year

This is probably going to be in the two story garage next to the chase branch is my guess. There's a Jersey Mike and Bonchon in that strip with a ColdStone Cremery coming soon too. Cross the complex there's Pizza, Panera, Rite Aid and Trader Joe. 1mile from our house

FYI - that other permit 2 miles away -- probably off DelSur and the new complex being built on the south side (or if the north side - Vons and Pizza Rev complex).

Based on the permit's mention of asphalt overlay for ADA stalls and the retaining wall for the equipment, I think it's more likely to be in a surface lot than the garage.

No sign of Tesla construction at the moment, spent some time researching this future site. The project is still in ‘engineering building review’ and was resubmitted in February to the City.
Based on the property parcel number listed - it appears that the superchargers will be located adjacent to the new mixed use development under construction. East of the current area known as Pacific Highland Ranch and known by the developer as PHR2.
Could always be wrong, but hopefully we can all start snooping in the right place

Was told likely in this lot which is adjacent to the new condos and right off Carmel Valley Road. Lot of work to do before they start thijkingn about superchargers

I believe construction has started on this site. It looks like a transformer pad has been newly installed (or is it for cabinets?).
This is the parking lot in front of the Chase Bank and lines up with the address on record. Can place 12 stalls near this pad.
Will keep an eye out for Tesla branded equipment to confirm official construction

Stopped by this morning and saw two workers digging a trench. I did not see any Tesla (or other) branding.

supercharger bases for the pedestals are present on the second floor of the adjacent parking structure and a supercharger stall (!) is present in the disabled parking spot on the first level. It looks like the original construction noted is for the transformer and now a space for cabinets has been built. On the second floor, pedestal bases as well as markings for conduit is noted. Some parts of the wall have already been drilled for conduit to the top level stalls.
Given the pedestals and the Tesla supercharger stall present, I would say it’s safe to say that official connstruction has started.
