Thanks to Marco finding the Harbison location, I was able to keep searching the Vacaville permit site, and I found a permit filed by a Tesla representative for EV charging stations at the Savers/Planet Fitness located at the Browns Valley Marketplace, address 154 Browns Valley Pkwy, Vacaville, CA 95688.
