I bought the model Y car on December 2022, But I received the registration for the car on Jan 2023 and I have used it since Jan 2023. Can I consider the "place in service" as Jan 2023 for tax credit EV car? Please advise.

Placed in service was the delivery date. You can't get the 2023 credit.
