Yes, but that is factually wrong.

Such a system is inherently required in the design of an L5 system

It does not have work well initially (hence the testing) but it has to exist

Otherwise dumb cruise control is ALSO an L5 test car they just haven't gotten around to adding any other features to yet.
 
One thing I found interesting is how Tesla states that larger models perform better. The larger models don't fit in the car. They use them for tasks such as auto labeling. This tells us that Tesla knows that hardware 4 is going to do a better job. And suggests that hardware 5, 6, etc... will be great.

Sorry if this has already been posted, but here is where hardware 4 was discussed:

1. Next generation camera.
2. HW3 300% better than human, HW4 1000% better.

1. There will be hardware 4 or self driving computer 2
2. Which we will probably introduce with the cybertruck, maybe in about a year or so.
3. About 4 times more capable roughly
4. Can we take it for the sake of argument from 300% safer than a human to 1000% percent safer?
5. We let below average people drive.
