From the building changes they show I'd say late 2023-2024 seems likely if they haven't even started by now.

OIN is actually going to build the facility for Tesla. problem is that as of today OIN is starting a strip mall on 31/365 in Verona, Finishing a Pot shop off 365. That’s encouraging that it’s on the website now. I just tried to schedule a visit and the people in Rochester said they still aren’t sure when the Fayetteville location will open. Having a Cybertruck there would be great!The Fayetteville Service center now shows up on the Tesla website as a Service center and Store/Gallery. Now we just need them to get a Cybertruck to display.
Although, I just went on my app to set up a "service" appointment and this location was listed as an option.

There were tons of cars in the parking lot, so I figured it had to be close. I wonder if TOCNYS will do some sort of grand opening event?The service center and show room in Fayetteville opened today. As of around noon, they were still having some issues with scheduling, but should have that worked out soon, if they haven't already. Steve, an excellent mobile tech who many of you in the area are probably familiar with, was working there today.
