If you define a terrorist as a person who commits violence with a political motive, in an attempt to scare people, you will see there are a lot of terrorists out there and oil is not a factor for most when it comes to their politics.

I think a case can be made that western mucking around in the Middle East has probably made Middle Eastern terrorism worse, and the west pays more attention to violence in that region that sub-Saharan Africa (which is as violent or worse) because that region has something the west wants and sub-Saharan Africa has few resources the world wants.
