Does anyone know the configuration of the 12v LI battery now in the car. Could it be this or for the 48v system?

Spoiler: it's 4S-2P, 6.9 AmpHr made from CATL cells, with it's own BMS. Mostly operates when the contactors are open to the HV traction pack (that's how they power 'sleep' functions to enable a 'wake-up'). Otherwise, the low-voltage system is powered directly from a DC-DC converter connected to the HV pack.

Because of the cell-level voltages listed below, we know this is a Lithium Nickel (NMC) chemistry, and not a Lithium Iron Phospate (LFP) battery cell.

Tesla requesting permission to manufacture a small qty.

Yeah, it's not a 'small quantity' if REUTERS reporting is accurate:

"An undated public notice said the potential expansion would give the Shanghai Gigafactory the capacity to produce 1.75 million powertrain units annually, up from 1.25 million currently."​
That's additional capacity for about 500K bty packs per year, which is about 1 GA line-worth of addtional car production capacity @ 10K/wk. Could this be for phase 1 of Gen3? :)

Powertrain units are not batteries. Those are listed separately in the article:
The automaker is also looking for clearance to produce pouch-type battery cells, the notice said, adding that a trial production line would have initial annual capacity to make 20,000-amp-hours of cells, equivalent to the power in a single Model Y battery pack.
