I think the Chinese have too much skin in the game with Tesla's Chinese factory to retaliate in any way. It's any US imported parts, and the possible tainted US cache in China where there may be negative reverberations.

If other car companies are leaving China, then there would be less competition in that land and that would boost Tesla's bottom line.

I would be more worry about the opposite, to have China taking over the Tesla Gigafactory 3, as retaliation against US,
or just stealing all of Tesla Intellectual Properties to make cheaper copycat of the Model 3 and Model Y.

We need to see more details of Trump's order when it comes to deploying. First, it will take years for a US company to phase out factories in China. Second, the order may be only for the US companies that build in China and import back into US, and not for sale to Chinese consumers? Third, unless Trump wins the second term, his order may not be realized before the end of his term.

No, no they aren't They have opened the charging, but that's it. You don't see anyone else using the batteries are self driving capabilities do you? (including the Chinese)

Intellectual "property" has various components, mainly, patents, trademarks, copyright and trade secrets.
Of those, Tesla as explicitly allowed anyone(*) to use any/all Tesla patents royalty free, with no need to seek an explicit license agreement with Tesla. The other's are not available, unless explicitly licensed.
