Wall charger drops rate of charge from 32 A to 16 a

Is this a new outlet you are using, or one that you’ve used for a long time?

In general, this means there is something wrong with the electrical circuit. The wires in back of the outlet could need tightening, the outlet itself could be too old, or the wires connected to the breaker could need tightening.
 
Or that the onboard PCS is failing.

But yes, need more information and simple troubleshooting to pin it down.
To expand on that extra troubleshooting, try an L2 charger in the wild, like any chargepoint station. If it also starts above 16 amps and quickly drops back to 16, its a failure in the onboard PCS and you need to get your car into a service center.
