What does "peel here" mean?

See the pic for a little yellow sticker that says "PEEL HERE" on it. One of these stickers was on each of the 19" Gemini wheels (take-offs) I just purchased from a fine fellow who got new wheels and tires as soon as he got his Model Y home. What does it mean?

Typically marks a low or high point in rim in terms of wheel balance. The tire will have a red dot as well with similar low/high mark. Goal is to align these both for a good matched pair of wheel and tire and make wheel balancing easy and with minimal road force variation.
