What's going on in Sandusky, OH?

Stopped in to the supercharger in the Meijer parking lot on the way back from Cedar Point today and noticed the bank of stalls is split and 6 of the 10 stalls are separated by fencing (the way the fencing is set up, one of the stalls can't be used). Pic attached. In total 9 of the 10 chargers are accessable but to access half of them you have to drive around the long fence. Not a major inconvenience if the station isn't full, but does anyone know what's going on here?

Not sure the listing is removed from PlugShare but still listed by Tesla. Maybe leftover fencing from laying new blacktop it looks fresh?
