What's Up With Features Being Removed on Used Cars?

Happened to my car too. M3P had FSD when sold new. I bought it used and it wasn't there anymore (wasn't advertised either). Makes for a big deal because the OEM price is registered with the government and I am taxed accordingly. So now I'm paying taxes on something I don't have because the government system doesn't allow for price cuts (by removing stuff) into consideration. Which is all nice and dandy when you ADD stuff later on, but now this bites me in the back area.
It's a nice way for Tesla to charge twice for adding the same software option. Pity for them I don't pay or care for FSD.
