I believe that starts in 2024. I'm pretty sure you would get your rebate in 2023 when you file your taxes.

From what I understand, the RWD battery pack does not meet the requirements of being assembled in North America. There is more through and detailed information about the RWD model not qualifying to read about if you are interested.

I have been wondering the same. I'm really wanting to see the change in wording about EVERYONE in Illinois will qualify, which is what gov Pritzker said after it came out, but I have yet to see anything in writing.

I I plan to release the hold a few days before January 1st. I expect the match to happen quickly, but who knows depending on how many people have the same idea.

It kinda sounds like he would like to axe the extra money for Union made EV's. The base $7,500 rebate could still make it (I hope), which is all us Tesla buyers were ever going to see anyways.
