Same here. Just close the blank notes page, hit the car icon in lower left corner, tap Software then tap Release Notes. Odds are the notes will then appear.

I just got this release, smart summon seems to be available now, but i need to test on "non public" road. Anyone has my problem? No theater, no video streaming. It seems strange as I should have it, now on 10.1
It’s practically useless due to current regulations. You need to be right beside or inside the car for it to work and will only drive about 10m, as opposed to 20m in the release notes. Also, max speed is 3kmh (2mph)...
Tesla needs general EU approval for their software. They regularly apply for that with the Dutch RDW.
Next to this EU follows UNECE regulations. These define what functionality is allowed. All functionality that is not described in UNECE is forbidden. Tesla therefore has to follow UNECE.
They lead in FSD-related functions so they have given a lot of input for the next UNECE update. Until then current UNECE is the limiting factor.
