    If this article was sent to every governor and legislative minion in the US, along with their equivalents in Canada, Mexico, and the rest of the Western Hemisphere, I wonder which geopolitical entity would step up first.

    My money's on Uruguay.

    Dirty ICEs should be banned. However, there are clean ICEs which should not be banned. An example of a clean ICE is the design introduced by Stan Meyer in 1994. It can be designed for zero emissions, or just water vapor emission.
