fwiw this could be a strategic investment in the country. It coudl also be a giant corporatino chasing the biggest subsidy by touting potential around various countries and regions. I remember several years ago when I worked at Nokia - there were big local government incentives to open a factory in Bochum, Germany. Everyone was happy until the term of the deal passed and about a month later they announced they were shutting it down and moving somewhere cheaper.
Of course ultimately you're an entry on a spreadsheet to these giant companies, and that can still be a good thing to encourage investment if there is a net inflow of money vs the government spend. So lets keep our fingers crossed
