You'd be surprised, but those credit card readers are a high maintenance item when they are outside in the elements. Blowing dust frequently clogs the reader, requiring that they be cleaned.

There are contactless credit card readers available.

Also I'd imagine that when we reach a point where a lot of people are using EVs and supercharging whilst paying for it, that there'll be no real issue to open up the ranks of superchargers to other EVs for pay-as-you-go charging if adaptors are available.

It's just that right now is a time where Tesla would want to keep their charger stations to their own customers while numbers are limited.
