Confirm No AC Cabin Overheat Protection is Operating

Does anyone know how to confirm that that No A/C COP is actually functioning? 75F here the other day while at work and temp in car with sunshade was 132F. Surprised that simple circulating of air would not bring that number down. Could I put streamers on vents to see air movement? Does anyone know which vents are even used and does it matter what you manually have set when car is on?

I normally have Climate in manual, so wondering if that could inhibit No A/C COP function.
