Constant Power from OBD II Port

Hi All,

I installed a dashcam in my Model X and I used this OBI II to mini USB connector to power it:

I notice it stays on all the time even once I lock the car and walk away (which I want) but when I return to the car and unlock it and as soon as I open the drivers door the dash cam shuts off. Anyone know why this would happen?
