Firmware version concentration level high?

I am a relatively new owner and have only been looking at the Teslafi Firmware tracker for a few weeks and so am not sure if what I have observed is usual or significant. In the past few days the rollout of 2019.28.3.1 has been fast to the point that over 80% of registered vehicles have that version. This is the highest concentration of any version which I have seen. Do longer members of TMC agree that this is a high concentration and, if so, does it have any significance?
 
Generally, a new version is pushed aggressively when it contains a bug fix which Tesla consider important. "Aggressively" in this context can mean not just pushing it quickly, but also pushing it to cars with no wifi - which costs money in mobile charges.

The bug fix can be something visible (eg the dog mode / manual a/c settings bug) or something behind the scenes (eg fixing an exploit in one of the computers).
