The auxiliary lights add to the wall of light blinding oncoming drivers whether or not the lights are pointed in anyone's eyes. Successful night vision requires your eyes stay dilated. A wall of light leaves you blind for moments after it passes, the brighter the longer.

Right. And because many jurisdictions require the regular headlights on, the usefulness of fog lights are mostly nullified. Fog lights work when the headlights are off. When the headlights are on they reflect off the fog and blind you. The main use for fog lights is if you have one headlight out, then the fog lights help others identify your vehicle as a car.
