Re: Excise Tax Credit Request for Plug-In Electric Vehicles
Please be advised, effective immediately (February 19, 2016) the allotted funds for Plug-In electric vehicles for fiscal
year 2016 are depleted. We are currently processing a number of applications received that will utilize the remaining
amount of funding. Once all funds are exhausted, there will be no additional refunds issued for fiscal year 2016.
Please alert your customers to this information prior to their purchase of an electric vehicle.
MVA will continue to accept applications for the excise tax credit until the end of fiscal year, even after the depletion
of the fund. Plug-In electric vehicle refunds will resume in July 2016, for vehicles that meet the requirements.
If you have any additional questions please feel free to contact the refund department at 410-768-7346.
 
Yuck.

I believe this happened last year as well -- with the designated funds lasting about a month longer (March 27, 2015). It looks like folks should still get any credits they're expecting, the applications just won't be processed until July when the new fiscal year starts.

It will be a much bigger problem next year, as this is set up as a three year program (2014-2017) and applications submitted now are already counting against the third year....
 
I got my first EV back in March 2015... My car was delivered precisely one day after funds were exhausted in 2015. I called the MVA and asked if I could still submit the request and if it would be fulfilled at the beginning of the next fiscal year. I was told no. So given that instruction I simply thought that if you bought in fiscal 2015 you had to receive your credit in fiscal 2015, etc. This was the original bulletin issued that year: http://www.mva.maryland.gov/busines...axCreditRequestforPlug-InElectricVehicles.pdf

Now what I never knew is that a week later on April 6 2015 the MVA issued this revised bulletin, http://www.mva.maryland.gov/_resources/docs/Apr62015EVC-clarification.pdf, stating that the MVA would continue to accept requests for the excise tax credit and that they simply would be fulfilled at the beginning of the next fiscal year. I had no awareness that this was the case.

Fast forward to this week. I have a new Tesla on order and I had fully expected to receive the credit this time around when I receive my Tesla in October. But, like you, I learned that the funds were nearly depleted again earlier this week. This got me over to the MVA website to review the dealer bulletins and that's when I discovered the aforementioned revised bulletin from 2015. I immediately went to my dealership, had them sign the paperwork and then hand delivered it to the MVA earlier this week. I was told they "think" I made it in time. So it looks like I'm going to get it... just 18 months late... and a bit smaller than I would have got with my Telsa due to battery size.

Anyone know how long the MVA typically takes to process the request before you actually receive a check in the mail?

According to @Venkat it sounds like 2 to 8 weeks given I don't know when in December and when in January they requested/received respectively. So I was hoping to gather a larger sampling of experiences... In any event, I do appreciate you following up.

I received the credit for my Volt a few days ago.... submitted in early July, but there was quite a backlog (several hundred) that had built up that wasn't worked on till 1 July.
Given that, expect a check in 3-4 weeks if you got it in before the cutoff. My credit was delayed due to some paperwork issues and the backlog, but I still it within 8 weeks.

I don't really remember when I received the check for my S. I had to have submitted sometime early April of 2015... might have to do some digging.

It was quicker than I anticipated, I remember; probably similar to above (just a couple/few weeks).
 
Hello All Marylander's and EV enthusiast.

This is disappointing that the state continually under funds this program. My car just went into production over the weekend and I was counting on the $3000 credit, as it helps enfluence purchase decisions. I would like to work with some individuals to work our state legislators and governor to either put more funding in the program or have it extended. This campaigne would have to be supported by both current and future owners of not only Tesla owners but all EV enthusiast and EV owners.

I am outraged at MD's failure to provide more timely info that the program was insolvent. I was banking on that $3K when I ordered my X. Had I even the slightest inclination that the program would die 10 months early, I would not have purchased certain options. It is grotesque and despicable of MD to announce falsely -- just 3 days before insolvency -- that the program has 1 month remaining. In fact, the program had only 3 days of funding remaining at the time of announcement. Therefore, the announcement was dishonest, and it's timing was highly suspect.

Skeptics will argue that Tesla buyers are rich and don't need that $3K. Maybe a few are, but I am not one of them.

I would love to get involved in legislative efforts, but given how unethically the state has conducted itself, I think the effort will be futile.
 
I was denied the credit for my recent 2nd EV (2nd gen Volt). The wording on the website was real ambiguous on whether an owner can apply for the recent instantiation of the MD EV credit if they've already received a credit in a different MD EV program. Feb 2013 is when i got my Tesla and May 2016 is when i got the Volt.

The wording on the MVA application is very clear about one credit per individual.
  • Credit limited to the acquisition of one electric vehicle per individual and 10 per business entity.

    If you had registered in someone else's name, or co-owned, then you could have received a second credit as long as the other person had not received the credit.

I would agree with you if this MD EV credit had only one instantiation. E.g. from 2010-2013 an individual could receive $2k for an EV purchase, which I did. The next iteration shortly after my Tesla purchase a person could get only $1k. It later got bumped up to $3k. The same EV credit program to have that much fluctuation didn't make sense. Seemed like a different program each time so my interpretation was you could apply for the credit once for each time it greatly changed. I'm not the only one who thought that and others have gotten two applications successfully processed as an individual, as opposed to a business.

I guess the way MD is going if there is an EV credit program in 2030 i won't qualify since it's all the same program. Just extended or amended.

A business could get 10 cars through the MD EV credit programs and an individual only 1. Why such a low limit for the individual? Worry about abuse by the individual but not the business?

Yep, I was under the same impression (1 credit per person PER credit program version). I received a credit back in 2012 for my Volt, then another credit for my C-Max Energi under the revamped version offering a max $1k credit, which is why I thought it was 1 per person per version.
So I then applied for a credit under the now recently-exhausted program (max $3k) for a 2016 Spark EV, which I was denied. I ended up applying in the wife's name, since she was a co-signer on the lease, so I at least got 1 credit.

Seems like I should have formed an LLC so I could have cashed in on the credit multiple times....

Just got off the phone with the MVA: funds are GONE for FY17, nothing in the works to have it renewed. If you didn't submit paperwork this week, don't bother now. They aren't accepting new applications. Any new apps received will be tossed.

I didn't want to believe it. So I called, and unfortunately, re-confirmed that funds are depleted. The program is unlikely to return. Lack of timely notice is a bit unfair. Losing $3k is substantial.
 
It's unfortunate that the program has ended, but I'm glad I was able to help a few people get the credit. I guess on the bright side, this was a government program that had results better than expectations. At least you can still drive in the HOV lanes.
