Headlight and bumper not flush

I didn’t notice until a few weeks until after I first picked up my car from Tesla (2015 MS). That the bumper and headlights are not flush. I noticed that some others cars have this same problem. Is this from the bumper getting installed improperly from the factory or due to something like scrapping the bumper?

See pics below. Notice where the bottom of the headlight meets the bumper.

Typical crap Tesla body work. Another problem area is where the front bumper meets up with the fender. The alignment in that area on my car was so bad I almost refused delivery but in the end decided to take the car. I spent hours adjusting the L&R fenders and now everything, including the headlights, line up pretty well. I’m used to German fit and finish and my Tesla definitely lacks that quality. But once I got over the fit and finish of the car I have found the MS to be one absolutely amazing piece of machinery.
