Hi Phil, didn't see anything in the regs that would prohibit nonresidents - what's the nature of the issue?

Was looking at Chapter 230-11 WAC (Wash. Administrative Code) for Raffles here:

While I'm in NC, have plenty of friends/family in my homestate of WA, so after seeing a link on FB to this article, have to once again raise the question: any word about out of state ticket holders?
