I've been checking the "my tesla" website and don't see any indication of referals used (0 or otherwise). I've had more than one person say they were going to use my referal, but can't tell if they pulled the trigger yet.

The MyTesla counter should increment when the buyers commit their order. I have a couple referrals in the first couple of weeks, and i'm pretty sure that they didn't order on day#1 and have deliveries already.
That also means your counter could go down if someone cancels, delays, or transfers their order.
