HW2.0 and 2019.8.3

First, some background information.

My 2017 Model S was an Inventory car that had never been driven. It has a built date of August. I have read those cars have HW2.5; But it seems to me that my car has HW2.0. I also purchased FSD and the Delivery Specialist told me that Service would need to upgrade my car to make it "FSD-Ready." But when I went to Service, they said that there would be no upgrade until FSD is released. So my car remains the way it was when it was built (HW2.0, not HW2.5).

Now let me get to my question. I'm finding that -- while my firmware was recently updated to 2019.8.3 -- most of the new features don't seem to work. For example: Navigate on Auto Pilot is supposed to be customizable so that confirmation is no longer required. But my car still asks for confirmation. Is this because I am on HW2.0?

I may have misstated some of the technical stuff. My question is why don't some of the features that are included in the latest firmware not work on my car?
