If rear defogger does not work, is the usual solution to replace the rear glass?

I made a service appointment because the rear defogger does not work. Tesla service came back with an estimate for replacing the rear glass.

Is a problem with the defogger wires in the rear glass the usual reason the rear defogger does not work, so that replacing the rear glass is the expected repair?
 
My guess is if there is miniature break ( not visible by naked eye) in the heating element, the de-froster/fogger will not work. Then it is best to replace the glass as repairing the heating element is not possible or may be that the labor cost is higher than replacing the glass.
