Is it normal for tail lights to fog?

My car had this day 1 upon delivery and was told it's normal by my delivery specialist. Might ask someone else at the SC and get a second opinion.

All I know is I has the issue. I could see the condensation after every car wash. Tesla mobile came out and replaced the taillights. Now I no longer have the issue after washing the car. So logic leads me to believe something has changed in the parts.

My car is out of warranty, SC said drill tiny hole in bottom corner to let moisture out.
