Edit: subject should read 2023.12.9

Scheduled departure set for 7am. Like every other day. In the garage and I see my MY is charging up. Is this a side effect of the update tonight?

I suspect something is buggy. For the past 2 weeks (not sure exactly which update is to blame), my MY has started charging at random times, often during peak energy hours (4-9), despite not needing to be ready until the next afternoon at 2 PM.

My off peak rates always start at midnight, so instead of scheduling the Departure (your shared image 2), I schedule by Charge, then "Enable Scheduled Charging" and "Start Charging at 12:00 AM." I'm not sure if that explains/resolves your issue, but the setting is working great for me.

The Tesla manual says: Think of Scheduled Charging as "When do I want charging to start?" and think of Scheduled Departure Off-Peak Charging which is "When do I want charging to be complete?"

I suppose your car could sense a slow charge rate with your settings, then begin charging before midnight, thinking it may take many hours to meet your departure deadline. If the charge rate starts to improve, I doubt the car would pause charging to a later time. In short, if you always want to charge during off-peak hours, schedule it to begin at midnight.

For people in really cold weather locations, they may want to set charging based on the departure time, since it may be a little more efficient to account for scheduled departure preconditioning.
