We have two users and two key fobs. Both fobs recognize the same user - i've disconnected and reconnected but no success.

Your problem description isn’t too clear, but you might be hitting a design error in how Tesla does fob recognition:

Originally designed for an era when most users had Passive Entry on, the car selects the profile based on the first fob to approach the car - and not the fob which has pressed the button to unlock the car.

Thus if you have passive entry off, and the passenger (with a spare key) gets nearer to the car first, the driver will unlock the car but get the psasenger’s profile. This is contrary to how most cars work, and very confusing.

This is a design error in my view - I’ve reported it to Tesla but if others agree I suggest doing the same.
