Lift gate not going high enough

I had to replace the lift gate on my 2016 Model S. They also replaced the shocks.
The hatch doesn't go high enough. I had the body shop try an adjust it, they said they could not.
So I looked up how to do it and I replicated the steps with no success.
1. Raise hatch to desired height.
2. Hold button on inside of the hatch for three seconds till you hear a chime.
At step two I get no feedback no matter how long I hold it. When I release the button I hear three beeps. The button will not close the lift gate.
After manually closing hatch and reopening it goes back to the same, low level.
I turned the car fully off with no luck.
 
I believe the 3 beeps means the height has already been set, and to reset it again the hatch needs to close by pressing the button, and then you can open it up again. When it reopens, adjust the position as desired and try resetting the height again by holding the button in until you hear one beep. If this doesn't work, I think you need to contact service again.
 
When replacing the power strut it need to be reprogrammed. I have had the same issue.
